What is Fry Scholarship Program?
This program helps the spouses and kids of service members who gave their lives in duty after September 10, 2001. For the latest info, keep reading below. You will see update details about the program and how to apply.
Fry Scholarship Eligibility Requirements:
For Children of Active Duty Members:
- Parent’s Death: The parent must have died in the line of duty after September 10, 2001.
- Age Limit: The child can start an approved education program before turning 18.
- Age Cutoff: Eligibility ends on the child’s 33rd birthday.
- Marital Status: A child’s marital status does not affect eligibility.
For Surviving Spouses:
- Spouse’s Death: The spouse must have died in the line of duty after September 10, 2001.
- Benefit Start Date: Surviving spouses can receive benefits from January 1, 2015.
- Time Limit: Eligibility generally ends 15 years after the Servicemember’s death.
- Remarriage: Remarriage during the 15-year period can lead to loss of eligibility.
Rules for Eligible Dependents in the Armed Forces:
- Program Choice: If eligible under other GI Bill programs, dependents must choose one for benefits.
- Discharge Impact: Character of discharge from the dependent’s own service does not affect eligibility.
- Active Duty Rate: Active-duty dependents receive benefits at the active-duty rate.
- Additional Benefits: Dependents eligible for the Fry Scholarship can also be eligible for Post-9/11 GI Bill benefits and transferred entitlement.
For Those Using Dependents’ Educational Assistance (DEA):
- Election Requirement: Children eligible for the Fry Scholarship must choose between Fry Scholarship and DEA.
- Cutoff Date: Effective August 1, 2011, children cannot establish eligibility for both programs.
- Cap on Benefits: Surviving spouses must choose between Fry Scholarship and DEA, and combined benefits are capped at 81 months of full-time training.

What Benefits Can I Get?
You may receive up to 36 months of benefits, which include:
- Money for tuition
- Money for housing
- Money for books and supplies

How to Apply for Fry Scholarship Application form 2024.
- Choose a school: Use the GI Bill Comparison Tool to help you select a school.
- Check program approval: Contact your school’s certifying official to ensure your program is approved for VA benefits.
- Apply for benefits: Apply online or fill out VA Form 22-5490 and send it to the VA regional office of your chosen school. If you’re not legally an adult, your parent or guardian must sign the application.
- If you’ve already started your educational program, ask a certifying official from your school or employer to fill out VA Form 22-1999 online.
- Choose your program: If you qualify for both the Fry Scholarship and DEA, you must decide which program to use and cannot change your mind, except if your parent died in the line of duty before August 1, 2011.

Effective from August 1, 2023, to July 31, 2024
Tuition and Fees
We will send your tuition and fees directly to your school or training program.
The figures presented here represent the maximum amounts we will disburse during this academic year for each category of school or training program.

See the applicable rate based on your educational institution:
1. Public Institution of Higher Learning (e.g., state universities or community colleges): We will cover the net tuition and mandatory fees. You may qualify for in-state tuition rates, even if you haven’t previously resided in the state where the school is located. Learn more about in-state tuition rates.
2. Private Institution of Higher Learning: We will cover the net tuition and mandatory fees, up to a maximum of $27,120.05.
3. Foreign Institution of Higher Learning (a college or university, whether public or private, outside the U.S.): We will cover the net tuition and mandatory fees, up to $27,120.05 in U.S. dollars.
4. Non-College Degree Programs (specific training programs like HVAC repair, truck driving, EMT, or beautician school): We will cover the net tuition and mandatory fees, up to $27,120.05.
5. Flight Training (a non-degree certificate or rating program): We will cover the net tuition and mandatory fees, up to $15,497.15.
6. Correspondence School (usually courses provided by mail for self-paced completion): We will cover the net tuition and mandatory fees, up to $13,172.57 for spouses utilizing the Fry Scholarship.
Monthly Housing Allowance
You may qualify for financial assistance to offset your housing expenses while pursuing your studies.
If you are eligible for a Monthly Housing Allowance (MHA), we will disburse this allowance at the end of each month.
The MHA is calculated as a percentage of the full monthly housing allowance and is prorated based on the number of credits you are taking or the number of clock hours you are scheduled to attend each week.
Please note: If you are enrolled in correspondence training or flight training, you are not eligible for MHA.
For students attending in-person courses within the United States:
We calculate your MHA based on the monthly military Basic Allowance for Housing (BAH) rates for an E-5 with dependents. This is referred to as the resident MHA. We utilize the 2023 rates to determine the MHA you will receive from August 1, 2023, to July 31, 2024.
To ascertain the amount you may be eligible to receive for housing, you can use the Defense Department (DOD) lookup tool available on the Defense Travel Management Office website. To begin, you will need the zip code for your school.
